The Anti-Money Laundering Act of 1970, commonly known as the Bank Secrecy Act, outlines the guidelines for withdrawing large amounts of cash. In general, banks are required to report any transaction that exceeds $10,000 in cash. In other terms, even if your bank doesn't normally ask to see ID when withdrawing cash, it is obligated to do so when withdrawing more than $10,000.
